Concept note


The NAPAR Working Group, under the European Network Against Racism (ENAR), is designed as an initiative focusing on the progress, development, implementation and evaluation of the National Anti-Racism Action Plans (NAPARs) at a national scale. This group aims to facilitate a collaborative environment where members can share insights, strategies to ensure alignment, sharing of practices and joint advocacy efforts in our mission to address racism at a national level. This group offers a unique opportunity for members to engage in a synergistic exchange of ideas, strategies, and experiences related to NAPAR.


 Objectives:

  • To create a dynamic platform for the exchange of ideas and experiences in combating racism at a national level.
  • To support the development and effective implementation of NAPARs across member states.
  • To evaluate the impact of these actions and advocate for the improvement of the strategies for greater efficacy.


Modus operandi:


  • Interactive exchange forum: A dedicated space for ENAR members to discuss, dhare and collaborate on NAPAR-related activities. This forum aims to bridge experiences from different contexts, allowing members to learn from each other's challenges and successes.


  • Collaborative workshops and seminars: These sessions are designed to enhance the understanding of NAPAR's key elements and to equip members with the necessary tools and knowledge to advance anti-racism initiatives within their national contexts. External experts will also be invited to deliver sessions to ensure the presence of diverse perspectives as well as the possibility to foster comprehensive and holistic discussions.


  • Resource sharing and development: By pooling resources such as reports, policy briefs, best practices, and research, the group intends to build comprehensive library accessible to all members. The resources will serve as a valuable asset in supporting the work of ENAR members on national anti-racism strategies.
