The objective of the two days intensive training is to enhance the capacity of ENAR members to effectively advocate for, develop, implement, and monitor National Action Plans Against Racism (NAPARs)in their respective countries. The training aims to provide participants with a deep understanding of the legal, policy and strategic dimensions of NAPARs, equipping them with practical tools and techniques to influence national anti-racism policies, ensure accountability, and drive meaningful change at national level.

 

Racism, discrimination, and xenophobia continue to pose significant challenges across Europe, with marginalised communities bearing the brunt of these social phenomena. While many European countries have committed to the creation of NAPARs and are encouraged through the UN Durban declaration and EU anti-racism action plan, there is a wide disparity in the quality, scope, and enforcement of these plans. In some cases, NAPARs exist only on paper, with limited or no practical impact on the ground. ENAR members, who are often on the frontlines of anti-racism advocacy, play a critical role in ensuring that these plans are not only adopted but also effectively implemented as well as reflecting the concerns of the most marginalised.

 

However, the complexities involved in shaping and monitoring NAPARs require specialised knowledge and skills that may not be uniformly present across all ENAR members. This training addresses this gap by offering a comprehensive, hands-on learning experience that empowers ENAR advocates with the tools they need to successfully engage with policymakers, mobilise communities, and hold governments accountable.


The training will not cover every detail of NAPARs and the anti-discrimination landscape within the EU; however, it will provide ENAR members with a solid foundation to explore these areas further. It will serve as a starting point for participants to engage with national debates and advocate for NAPARs that are holistic, intersectional, and effective.


 Throughout the training we want to:

  • Provide participants with a comprehensive understanding of NAPARs, emphasise on best practices and how can they be envisioned as vehicles to address structural racism.
  • Introduce advanced concepts and strategies, including intersectional coalition building in policy advocacy that will enable participants to effectively engage with policymakers and relevant stakeholders.
  • Familiarise participants with essential monitoring and evaluation techniques based on the NAPAR online map and FRA indicators.
  • Foster collaborations among participants by sharing experiences, strategies in advocating for NAPARs.

 

At the end of the course the participants should:

  • Develop the ability to critically assess and contribute to the development of NAPARs.
  • Enhance skills necessary for effective advocacy and implementation of NAPARs, including the ability to engage with policymakers, mobilise communities.
  • Establish connections with relevant stakeholders that can play a key-role in advancing anti-racist efforts.

There is no participation fee for the event. Please however make sure that the membership fee for your organisation is paid in order to participate in the activity.


Selections and approvals will be finalized after the deadline. Please refrain from purchasing tickets until you receive official confirmation from ENAR.


We will be selecting participants based on their demonstrated motivation, and we encourage all applicants to take the time to carefully reflect on their expectations and reasons for wanting to attend as they will play an important role in the selection process.


We especially encourage young anti-racist activists to join us.
